Neobyte why does it need to an organistaion?
Because All levels of government WILL NOT donate the use of their facilities to an individuals or bunch of individuals.
If you notice the most successful community wireless groups are "Non-Profit Organisations" with a constitution and registered as such in their home states.
Also government grants would help assist in the funding of high speed dedicated Access Points and backbones that would open the network to a larger user base.
